Hafs-Epstein developed a conceptual plan for recreating the City’s historic downtown, the original location of which was flooded by construction of the Rocky Reach Dam on the Columbia River. Community input was incorporated into a schematic design, which was used to secure funding both for subsequent master planning and for design and construction of the first phase of the project. The conceptual design (and subsequent Waterfront Master Plan) included streets and sidewalks scaled to calm traffic, a pedestrian-friendly atmosphere, and a small-town character that will help draw visitors to Entiat’s waterfront.
